Best onboarding software for Belgian and Dutch SMEs (2026)

Most onboarding software comparisons are written for the American market, or for the Netherlands alone. They're about the new employee's experience: a preboarding app, a welcome video, a buddy, a task list.

That layer matters. In Belgium and the Netherlands there's a second layer underneath it that's more important for your choice, and that almost never shows up in any comparison.

Why onboarding software is a different question in Belgium and the Netherlands

Onboarding here is first an administrative chain, and only then an experience. Hiring a new employee in Belgium means a Dimona filing with the NSSO, which must happen at the latest by the moment the employee starts working, an employment contract under the right joint committee, affiliation with the payroll provider (social secretariat) that runs the payroll engine, and the right fringe benefits (meal vouchers, eco vouchers, bike allowance). In the Netherlands it's a BSN registration, an identity check on the first working day, a payroll tax credit and CLA compliance.

An onboarding tool that handles the welcome experience perfectly and never touches that chain leaves the work exactly where it hurts: with the HR manager who has to type everything a second time into the payroll provider's system.

Key takeaway: the deciding question for onboarding software in Belgium is about the connector with the payroll provider that's already running your payroll. Features come after that.

The number that decides your choice

Belgium has 26 recognised payroll providers (social secretariats). The Union of recognised Social Secretariats (USS) counts 25 of them as members. According to the Federation of Belgian Enterprises, 90% of employers in the private sector have already relied on one of these for years (VBO-FEB).

Practical consequence: nine out of ten Belgian SMEs already have their payroll administration in place before they even start thinking about onboarding software. Replacing the payroll provider isn't a realistic option and rarely a wish. So the software you add has to feed that payroll engine.

That's also why "which onboarding tool is the best" is a badly framed question in this market. The right question has three parts: which country, which company size, which payroll provider.

How we compared

What we checked per tool: headquarters, target audience in FTEs as the vendor itself describes it, publicly published price, onboarding functionality as named by the vendor, connectors with Belgian payroll providers and Dutch payroll packages, and available interface languages.

The criterion most comparisons skip: how much work is left over. Two tools with the same feature list can leave behind a completely different amount of manual work. A checklist you tick off and a system that carries out the tasks both get labelled "onboarding workflow" in a brochure. That's why the table below lists each tool's execution level: does the software organise the work (level 2 or 3) or carry it out (level 4)? The explanation of those four levels follows further down.

Pricing. We only include amounts the vendor publishes publicly, with the source attached. If no price is listed on the site, it says "not public" here. That says something about the vendor and its sales model. Four figures come from independent NL trade media rather than from the vendor itself; those are marked "according to trade media".

Ordering. Within each segment, the tools are listed alphabetically. Ranking 1 to 14 suggests a precision nobody can back up, because the answer differs by country, by payroll provider and by company size. For each segment we do state explicitly who the strongest choice is for what.

What we didn't rank. The payroll providers themselves (SD Worx, Acerta, Liantis, Securex, Partena, Group S, Attentia) offer their own HR tools, but they're a different category: you buy them together with your payroll processing rather than as standalone onboarding software. They appear further down in their own section.

Full disclosure: Peepel makes onboarding software and appears in this comparison. That's why every price and source is included, why every claim can be checked, and why we also state per segment where Peepel is the weaker choice.

The comparison table

Prices as publicly published in September 2026. "According to trade media" = the figure comes from independent trade media rather than the vendor; verify before you decide.

The column that tells you the most

Of the fourteen tools, there is exactly one that names its Belgian payroll connectors publicly: AFAS. Complete with the system names of the providers themselves, eBlox (SD Worx), ExpertSalary (Partena), Hora (Liantis) and Dots (Attentia) (AFAS Belgium).

Exact Officient talks about "integrations with most Belgian payroll providers" without naming a single one. Personio, Factorial and HiBob don't publicly name any Belgian connector at all. For the rest, it simply isn't a topic.

Key takeaway: ask every vendor in the first conversation for the name of your own payroll provider and the system it connects to. "We connect with most providers" isn't an answer you can verify.

What does the same package really cost?

Peepel charges one fixed price: €9.50 per employee per month, with all modules and digital signing included and no setup fees.

On sticker price that looks more expensive than the competition. On what you actually pay for the same functionality, the sum works out differently. Below is the same feature set for 30 employees, per month, excluding VAT.

Amounts as the vendors publish them themselves in September 2026 (HoorayHR, Exact, Peepel). Exact Officient charges a minimum licence of €208.50 per month, which pushes your effective price per employee up below roughly 26 employees.

10-50 employees: price decides, and there's no HR manager

In this segment the owner, the office manager or the bookkeeper handles HR on the side. There's no budget for an implementation project and no time for a tool that first needs configuring. The payroll provider is already there.

What you really need here: getting a contract signed digitally, documents in one place, and entering the new employee's details once instead of twice.

Alphabetically:

Exact Officient - The licence starts at €208.50 per month; for 30 employees Exact quotes an example price of €237 per month, roughly €7.90 per employee (Exact). Officient was built in Belgium and knows the local administration. Digital signing runs through itsme®, billed separately in credit bundles: from 30 credits for €180 up to 500 credits for €2,200. Factor that cost in if you sign a lot of contracts per year. Watch out with small teams: from the two figures Exact publishes it follows that you hit the minimum licence around 26 employees. Below that number your effective price per employee rises. This is a calculation based on the two published figures; have Exact confirm your own headcount. Also read our comparison of Peepel and Officient.

HoorayHR - €7.50 per user per month on Core and €9.25 on Plus, with a minimum of 10 users (pricing). Time tracking (€1.50), multi-entity (€1.00) and expenses (€0.50) come on top of that, per user per month. Digital signing is capped at 3 signatures per employee per year on Core and 5 on Plus; if you sign several documents per employee, count that limit in. The leave module is built on Dutch leave types - ADV, ATV, statutory and non-statutory leave - and the payroll connectors are Nmbrs, AFAS, Loket.nl and Salar. Not a single Belgian payroll provider appears on their site. For a Dutch SME this is a sharply priced and mature package. If you're in Belgium, ask in the first conversation which provider they connect to and with which system.

Peepel - Peepel charges one fixed price: €9.50 per employee per month, with all modules and digital signing included and no setup fees (pricing). At 30 people that lands below HoorayHR Plus with the same feature set, and in the same range as Exact Officient. The difference is what happens after the signature: Peepel carries out the chain instead of just displaying it.

That's the point that matters most in this segment. An SME of 30 people rarely has anyone with "payroll administration" in their job title; it gets added on for the owner, the office manager or the bookkeeper. Peepel is designed so you don't need to create that role when you grow from 20 to 50 people: preparing the payroll line, the Dimona filing and the documents run as execution rather than as a task list, and what's left is approval. The other tools in this segment neatly show you which work still needs doing.

Visma | Nmbrs - €71 to €102 per month at 10 employees, €134 to €206 at 25, with a minimum of 10 active employees (Nmbrs). Only active employees count, which is favourable for seasonal staff. Nmbrs sells both directly and through accountants and payroll bureaus; if it runs through your accountant, their service comes on top of these amounts. Two limitations: onboarding here is a by-product of a payroll package, and Nmbrs's site lists only the Netherlands as its market. For a Belgian SME this option is therefore ruled out.

Best choice in this segment: Peepel if you want to avoid having someone end up doing payroll administration while you grow; of the four, it's the only one that carries out the chain rather than organising it. Exact Officient if you mainly want to centralise Belgian document administration and keep the work yourself. HoorayHR with a Dutch entity on a tight budget and a handful of hires a year; for a Belgian payroll process the connector falls away. Nmbrs is ruled out as soon as you're in Belgium.

50-200 employees: this is where the real work starts

This is the segment where onboarding tips over from an administrative task into a process. There's an HR manager, sometimes a team of two. There are multiple joint committees, maybe offices in two countries, and enough hiring going on that every manual step multiplies.

What you really need here: Dimona automatically, a contract from a template with the right joint-committee parameters, IT accounts and equipment requested without a separate email, and payroll data entered once for both your HR system and your payroll provider.

Alphabetically:

Exact Officient - Strong on document management, workflows, reminders and digital signing. Exact acquired Officient in September 2020, at the time serving more than 4,000 clients and over 35,000 employees under management (Exact). Since then the product has been integrated into the Exact portfolio; its own product site now redirects to exact.com. The limitation for this segment: the system organises the process well, and execution stays with you.

Factorial - Broad HR suite with onboarding flows. No public price, no publicly named Belgian payroll connector. Relevant if you also have offices in Spain or Portugal.

HoorayHR - Stays workable up to roughly 100 employees. Above that number you hit the limits of a package designed for smaller SMEs, especially with multiple joint committees.

Peepel - Automating onboarding as end-to-end orchestration: contracts, accounts, equipment and the first week's schedule. The connector with the payroll provider is native. One nuance we state explicitly: publicly verified live, at this point, is the Prisma/Daenens connector. Discuss the rest of the connector line-up with sales, and ask for the name of your own provider there. A standard onboarding rollout with Peepel takes about two weeks: data migration, payroll connector and training.

Personio - A broad, mature HR suite with workflows, e-signing and recruiting. Personio has stopped publishing rates on its own site since 2026. For a BE SME, the limitation is that the Belgian payroll layer isn't a publicly named part of the product. See also Peepel vs Personio.

Best choice in this segment: Peepel if the administrative chain is your bottleneck and you're in Belgium or the Netherlands. Personio if you want a broad suite with a large installed base and handle the payroll connector separately. Exact Officient if you mainly want to centralise Belgian document administration and keep execution yourself.

200-500 employees: suite logic and implementation projects

Above 200 employees, the purchase changes. There's an IT department with an opinion, there's a security review, and the question shifts from which onboarding tool you pick to which suite onboarding is a module of.

Alphabetically:

AFAS - Targets "organisations with a hundred or so employees up to corporates with thousands of employees" (AFAS). The strongest file on Belgian payroll connectors of every tool in this overview, with the names public. Pricing runs through certified implementation partners; only the entry package AFAS SB is publicly listed at €59 per month according to trade media. Expect an implementation project lasting months rather than weeks.

Appical - A Dutch specialist built around the experience: preboarding, onboarding, reboarding and offboarding, with an interactive app, videos, quizzes, HR Forms, a Manager Toolkit and Appical.AI for content creation (Appical). Connects with Workday, AFAS and SAP SuccessFactors. Strong when you hire hundreds of people a year and the first impression is a brand matter. It isn't an administrative layer, so you need an HR system alongside it.

HiBob - Strong engagement and culture layer, popular with international scale-ups. No Belgian or Dutch payroll connector.

Peepel - At 200 to 500 employees, HR questions multiply and every question ends up with the same two people. Peepel is built to handle those questions and the administration behind them itself, with an approval step where policy requires it. The honest trade-off: an organisation of 400 people with five joint committees, an existing ERP and a six-week security review rarely buys from a platform that was recently founded. Ask for references at your scale and for what's concretely connected to your ERP.

Talentech (Talmundo) - Talmundo has been part of Talentech since 2019 (Talentech), which by its own account serves more than 2,500 customers from Oslo, Stockholm, Copenhagen, Helsinki, Amsterdam and Gdansk. The onboarding product still exists under the Talmundo name. Strong when you want recruitment and onboarding in one chain, from vacancy to digital signature to first working day. Price isn't public and is tailored to company size.

Best choice in this segment: AFAS when Belgian payroll connectors and CLA complexity are decisive and you want one ERP. Peepel when you want HR work carried out rather than organised, with a Belgian payroll connector included. Appical stays stronger when hiring volume is high and the brand experience decides, Talentech when recruitment and onboarding need to be one chain.

You already have a payroll provider: what can you do with that?

This is the section that doesn't appear in any other comparison, and for nine out of ten Belgian SMEs it's the starting point.

The large Belgian payroll providers all offer their own digital platform alongside payroll processing. Those tools aren't in this comparison's ranking, for a fair reason: you don't buy them as standalone onboarding software, you get them with your payroll service.

What they do well. They sit at the source of the payroll engine. Dimona, DmfA, wage withholding tax and the joint-committee parameters are correct, because that's their trade. For the purely administrative side of a hire, that's an advantage no software vendor can replicate.

Where they usually stop. The broader HR process around the administration: cross-department task lists, requesting IT accounts and equipment, buddy assignment, planning the first week, follow-up after 30 and 90 days. And the feature details are barely publicly checkable. SD Worx's onboarding page, for instance, describes the module in a single sentence, with no features, prices or target audience (SD Worx). That holds more broadly in this category: you only find out in a demo.

The system names you need. When you put an HR tool alongside your payroll provider, this is the vocabulary the connector gets built with, as AFAS publishes them: eBlox (SD Worx), ExpertSalary (Partena Professional), Hora (Liantis), Dots (Attentia), and direct connectors with Acerta and Group S. Name these in your conversation with a vendor. It separates who's genuinely connected from who plans to be.

Key takeaway: in Belgium, HR software doesn't replace the payroll provider. The provider runs the payroll engine; your HR system feeds it performance data and employee records. A connector feeds that input, it doesn't take over the calculation.

Frontline and operational: a different buyer

If you work with shifts, part-time staff and high turnover, onboarding overlaps with workforce scheduling and time tracking. That's a different purchase with different tools.

Ordio - Roughly €89 per location per month. Files, checklists, rostering and time tracking in one, with a pricing model per site rather than per employee. Favourable with many part-time staff at one location.

Oneteam - Mobile app with content, built for frontline employees who have no desk and no company email.

These two don't belong in the same ranking as an HR suite. They solve a different problem for a different buyer.

Why two tools with the same features still work differently

Onboarding tools with a comparable feature list can feel completely different in use. The difference lies in what the software does with a task.

The 4 levels of HR software:

The common thread runs from organising work (level 1 to 3) to removing work (level 4).

The distinction that matters is augmentation versus execution. With augmentation, AI helps you with a task you still do yourself: a chatbot, a copilot, a text generator. You're the one executing. With execution, the software does the task and you approve where it matters. The software is the executor, you're the supervisor.

Applied to onboarding. A System of Record shows you that a new employee starts on 1 October. A System of Workflow routes the contract task to the right person and reminds them. A System of Execution drafts the contract with the right joint-committee parameters, files the Dimona, requests the IT accounts, orders the laptop, schedules the first week and puts the whole thing in front of you for approval.

Most tools in this comparison sit at level 2 or 3. That's a position on the same ladder, with a different promise to the buyer. More on this in What is agentic HR?

How Peepel approaches it

Peepel is built as a system of execution (level 4). You give an instruction in natural language and the platform runs the workflow end-to-end, with an approval step where policy requires it.

Concretely for onboarding: contracts, accounts, equipment and the first week's schedule as one orchestration instead of four tasks on a list. Price is €9.50 per employee per month, excluding VAT, with all modules included and no setup fees. Data is hosted in the EU and the platform is GDPR compliant. A standard onboarding rollout takes about two weeks: data migration, payroll connector and training. See what the platform does.

Where Peepel isn't the right choice is stated above per segment. Above 200 employees with an existing ERP, AFAS is the safer bet. With a Dutch entity on a tight budget and three hires a year, HoorayHR Core is cheaper. With hundreds of hires where the brand experience decides, Appical is stronger on that specific point.

What's changing in 2026

Price transparency is going backwards. Personio has stopped publishing rates on its own site since 2026. Of the fourteen tools here, a concrete figure can be found for seven, and five publish it themselves: Exact Officient, HoorayHR, Nmbrs, Ordio and Peepel. Always ask for a price per employee per month including all modules, plus the one-off implementation cost, plus what an extra module costs later.

The consolidation happened years ago. Officient has been part of Exact since September 2020, Talmundo part of Talentech since 2019. Both products still exist under their own name. What changed recently: the product sites themselves now redirect to the parent domain. Lists that still describe these two as independent vendors are out of date.

The agentic layer is the real dividing line. The feature lists of HR suites have converged towards each other over the past few years. Every tool has checklists, e-signing and workflows. The distinction is shifting to whether the software carries out the task or only organises it. See also the best HRIS software for Belgium in 2026.
