Best Employee Onboarding Software for European Companies.

TL;DR

Onboarding software splits the same way the rest of HR does: there's the system of record that holds the new-hire data and a checklist, and the execution layer that actually runs the flow, drafting the contract, opening accounts, assigning the laptop and booking week one. You need the record. To stop drowning your HR team in manual steps, you now also need the layer that does the work.

Quick guide by need:

• Want onboarding executed, with the record underneath: Peepel.
• Want HR plus IT and device provisioning: Rippling.
• Hiring across borders: Deel.
• EU-native record with solid workflows: Personio.
• Simplest, most usable record: BambooHR.

Only 12% of employees say their company onboards well (Gallup). The other 88% are losing momentum, and sometimes the hire, in week one. The tool you pick decides which side of that you land on.

The framework: checklist record vs. execution layer

Every onboarding tool answers one of two jobs.

A system of record stores the new hire's data and gives you a checklist: draft the contract, open the accounts, assign the laptop, book the intro calls. Useful, but you still do every step.

An execution layer sits on top and runs the flow. You give one instruction and it drafts and sends the contract to sign, opens the accounts, assigns the assets and schedules week one, stopping only where policy needs a human.

Most onboarding tools are records with a checklist and, lately, an AI assistant that drafts a welcome email. Two platforms here have a genuine execution layer: Peepel for end-to-end HR onboarding with the record underneath, and Rippling for IT and device provisioning specifically. Which fits depends on where your manual pain actually sits - the same record-versus-execution split we map out in the 4 levels of HR software. (More in What is agentic HR?.) One filter European buyers forget: data residency. Some of the biggest names are US-hosted, worth knowing before you move employee data across the Atlantic.

Comparison at a glance

How we evaluated each tool

Each platform was judged on five questions:

• Record, execution layer, or both? Does it just track onboarding tasks, or does it run them?
• European fit. EU data hosting, GDPR, EU AI Act readiness, and how well it handles local contracts and payroll.
• Onboarding depth. Contracts and e-sign, account and access provisioning, asset assignment, first-week scheduling.
• Honest pricing. Published, tiered or quote-only, and which currency.
• Fit for SME scale. Built for 10 to 500+ employees.

Pricing is from public sources where available and flagged as estimates where vendors don't publish it. Confirm pricing and data residency with the vendor before signing.

The 7 best onboarding platforms

1. Peepel: record plus execution layer

HQ: Ghent, Belgium | Pricing: €9.50 per employee/month, all modules included, no setup fee | Best for: European SMEs that want onboarding run, not hand-managed

Peepel holds the new-hire record like any HRIS, then executes the onboarding on top. Say "onboard our new hire on the 15th" and it drafts the contract, sends it to sign, opens the accounts, assigns the assets and books week one, stopping only where policy needs your yes. Onboarding done, with the record kept current as a by-product.

Where it stands out:

• A true execution layer across contracts, accounts, assets and scheduling, not a checklist you work through.
• A clean system of record underneath, so onboarding feeds the rest of HR and payroll.
• ISO 27001, GDPR, data hosted in Europe, native European payroll integration.

What to keep in mind:

• The youngest platform here, with a smaller review base.
• Not built to manage device fleets the way Rippling is; it orchestrates assets rather than imaging laptops.

Bottom line: The only option here that runs HR onboarding end-to-end and keeps the record in one place.

2. Rippling: onboarding plus IT and devices

HQ: San Francisco, US | Pricing: from about $8 per user/month, climbing with modules | Best for: tech-forward teams that want HR and IT onboarding in one shot

Rippling has a genuine execution layer of its own, aimed at IT: add a hire and it triggers payroll, app access and a configured, shipped laptop in one workflow. Nobody automates device and account provisioning better.

Where it stands out:

• Market-leading IT and device provisioning.
• Unifies HR, IT and finance onboarding.

What to keep in mind:

• Modular pricing escalates quickly.
• US-headquartered with US data hosting, so confirm EU residency first. Rating: G2 4.8/5.

Bottom line: The execution layer for IT-heavy onboarding, if you can accept US hosting and rising cost.

3. Deel: onboarding across borders

HQ: US (global) | Pricing: HRIS from about $5 per user/month; EOR from about $599/month per worker | Best for: companies hiring or contracting across borders

Deel's strength is compliant local contracts in 130+ countries, auto-updated, plus contractor and EOR cover. For international hires it's the default.

Where it stands out:

• Compliant cross-border contracts and e-sign.
• Contractor and EOR support worldwide.

What to keep in mind:

• EOR is pricey per head, and it isn't a deep domestic HRIS.
• Confirm EU data residency. Rating: G2 4.8/5.

Bottom line: Best for international onboarding; pair it with a domestic record for day-to-day HR.

4. Personio: the EU-native record

HQ: Munich, Germany | Pricing: quote-based, roughly €5-14 per employee/month by tier | Best for: European SMEs wanting one EU-native HR platform

EU labour law and GDPR baked in, with document and consent workflows native to onboarding. A strong record, with AI assistants on top.

Where it stands out:

• GDPR-native document and consent workflows.
• EU-built, hosted in Frankfurt, ISO 27001.

What to keep in mind:

• No built-in IT provisioning; the AI assists rather than executes.
• Setup can be heavy and pricing is opaque. Rating: G2 4.4/5.

Bottom line: The safe EU record; add an execution layer if manual onboarding is your bottleneck.

5. BambooHR: the easy record

HQ: US | Pricing: from about $10 per user/month (USD, quote above core) | Best for: companies that want low-training, no-friction onboarding

The tool HR teams most often call the simplest to use, with self-service new-hire packets, e-signatures and welcome flows.

Where it stands out:

• Clean, usable onboarding with minimal training.

What to keep in mind:

• US-centric, no native EU payroll, primarily US data hosting, so check residency for EU staff.
• A record with a checklist, not an execution layer. Rating: G2 4.5/5.

Bottom line: The easiest record to adopt, best for simpler, US-style needs.

6. HiBob (Bob): the experience-led record

HQ: London, UK (R&D in Tel Aviv) | Pricing: quote-only | Best for: mid-market and scale-ups that lead with experience and culture

A warm, culture-led onboarding flow that new hires enjoy, on top of a strong record.

Where it stands out:

• Polished, engaging onboarding experience.
• EU hosting (Ireland and Germany), ISO 27001.

What to keep in mind:

• Lighter on payroll and IT provisioning.
• No public pricing; AI is assistant-level. Rating: G2 4.5/5.

Bottom line: The best experience-led record, if culture is your priority.

7. Factorial: the budget EU all-in-one

HQ: Barcelona, Spain | Pricing: from about €4-8 per employee/month, transparent EUR pricing | Best for: cost-conscious European SMBs

Fast, affordable, EU-built, with onboarding workflows and native asset tracking.

Where it stands out:

• Low cost with native asset tracking.
• EU-built, GDPR, EU data hosting, transparent pricing.

What to keep in mind:

• Less depth at scale, limited native IT provisioning.
• A record with workflows, not an execution layer. Rating: G2 4.4/5.

Bottom line: The budget EU record for a single-country SMB.

How to choose your onboarding setup

Start from the framework: you need a record, and the question is whether you also add an execution layer for the manual flow.

• Across borders: Deel for the contracts, on top of your record.
• Device-heavy tech team: Rippling, the IT execution layer.
• Simple, usable record: BambooHR or Personio.
• Stop running onboarding by hand, end-to-end: Peepel, the record and the execution layer in one.

What to look for

• A real execution layer, not a checklist with an AI welcome email. Ask to see a full onboarding run end-to-end.
• EU data residency, confirmed by physical location, not just "GDPR-compliant."
• What it actually provisions: contracts and e-sign, accounts and access, assets, first-week schedule.
• Total price, including setup and modules.

Common mistakes

• Buying a record and assuming the "AI" will run onboarding for you.
• Ignoring data residency until a customer audit asks.
• Picking on UX alone and discovering it doesn't touch payroll or provisioning.

What's changing in 2026

The execution layer is going mainstream: Gartner expects 40% of enterprise applications to include task-specific AI agents by the end of 2026, up from less than 5% in 2025 (Gartner). But foundations lag: SD Worx's 2026 research finds most European companies are still fixing the basics of their HR systems (SD Worx). And the EU AI Act is partially in force, with fines up to €35 million. Get the record clean first, then layer execution on top with clear approval gates.

The bottom line

A new hire's first week is decided before they arrive, by whether your onboarding actually runs or just sits on a checklist. You need the record. To stop losing hours, and sometimes hires, you now also need the execution layer on top. Most tools here are records; Rippling executes IT, Deel handles cross-border contracts, and Peepel is the one that runs HR onboarding end-to-end with the record built in.

Frequently asked questions

What is the best onboarding software for European companies?

It depends on how you hire. Deel is best for international hires, Rippling for HR plus IT provisioning, BambooHR for ease of use, and Peepel for European SMEs that want onboarding executed end-to-end with the record built in.

What's the difference between an onboarding record and an execution layer?

A record stores the new-hire data and a checklist you work through. An execution layer runs the flow itself, drafting contracts, opening accounts, assigning assets and scheduling week one, asking for approval only when needed.

Is onboarding software GDPR-compliant?

EU-built tools (Peepel, Personio, Factorial) offer EU hosting and GDPR by design; HiBob offers EU hosting. US-built tools are GDPR-compliant via a DPA but often US-hosted, so confirm residency for EU employees.

What should onboarding software automate?

At minimum: contract generation and e-signing, account and access provisioning, asset assignment, and the first-week schedule. The real difference is whether you trigger each step or the platform runs the whole flow.

How much does onboarding software cost?

Indicatively from around €4-10 per employee/month, though several vendors are quote-only and some price in USD. Peepel is €9.50 per employee/month with all modules included.
